The State Department’s Bureau of Counterterrorism has released the Country Reports on Terrorism 2013, which confirms what many already have gleaned from reading the newspaper: al-Qaeda Central (AQC) is not what it once was. The report confirms a trend that has been ongoing since the death of bin Laden, but also relies much more on the devolving security environments in Libya, Syria, and Yemen, which have allowed/required regional affiliates to move faster than AQC can control.
